Did you try to disable/uninstall your Anti-virus? No
Also add what you already tried so far.
Try deleting the FiveM.exe.old.

Tried, won’t allow me to. Not sure why because I am an administrator on this computer.
And that is why FiveM probably can’t delete it.
Assuming you are on a administrator account, you be able to do this to take ownership over the file:

Doesn’t allow me to take ownership. Likely going to call it quits on FiveM, I’m tired of stupid shit breaking and not being able to fix it.
Ok your choice. Can always delete the file in safemode.
I had this same problem today. Ended up my Virus software didn’t load properly after an update. I rebooted and all was good after that.
