Trying to Download Wheelie Mod for Five M but cant find Handling.meta file to replace

I want to download a wheelie mod for FiveM i have to replace the handling.meta file but i cant seem to find it,
the video tutorial was telling me to go /citizen/common/data but no handling.meta file was there to replace
