Whenever i open up FiveM it brings up a error menu saying could not open TLS Certificate pair.

You got a wonky ISP and/or Windows network stack config. You can try fixing this, for which we can’t provide any support or use a VPN like https://hide.me
It can be because of some restrictions. It happens sometimes. In such cases, I use proxies or VPN. Basically, I have the best vpn for china that can bypass lots of different blocking. So, try out some of these options.
