Did you try to disable/uninstall your Anti-virus?
Yes.

I’ve done multiple fresh installs of both GTA and FiveM.

Anyone got any ideas?

Oooooooh. I figured it out. I played GTAO over the weekend and my social club updated to a new version. Apparently FiveM doesnt like that very much, so I rolled back to a previous version of Social Club. May want to update your systems, boys.

Look in your FiveM directory.

FiveM Application Data > cache > game

There should be Social-Club-v1.2.3.1-Setup.exe in that folder. Run it, patch to that version of Social Club, and all will be fixed.
