Solved: Replacing DLCList.

I think i heard someone say once that this issue can be cause by reshade, can you remove your mods and try again?

Fixed it. The reshade was not a problem, So i installed a Siren pack + a Visual Mod pack, and it came with a dlclist. that visual folder was old, so thats why it didnt load the newest dlcs.
