Did you try to disable/uninstall your Anti-virus? I do not have an antivirus

Download, install, and run steam in the background. FiveM uses Steam for authentication even if your have R* version of the game.

actually that is not how it works, FiveM does not use steam for anything… its the specific servers who decide to use steam auth that its required.

And has nothing to do with his error message, i would aim more towards the outdated APU, perhaps try updating your drivers.
