i remember the problem beeing solved in disabling the intel onboard graphic to force using the external ( on a desktop pc ).
Also sometimes problems can be solved by changing the ingame MSAA down to 2. If everything fails, use DisplayDriverUninstaller to fully uninstall your drivers and then reinstall them.

EDIT: Forget the last thing. I read you reinstalled windows already

Still no fixes for this problem. I have this problem too, eaven if Im in vehicle or outside of a vehicle. GTA runs perfectly, only problem is that pixelated fog and it’s really really annoying. I have AMD HD6950 2GB GDDR5
