Did you try to disable/uninstall your Anti-virus? I have no Antivirus

Tried to Re install it 3 times , yet no good at all , get the same issues .

make sure you got a clean installation of GTA5, verify your game files.

i have done verifying the game from Steam and the issue still the same

perform a netsh winsock reset or so
