Streaming clothing is in an experimental phase. With this comes bugs.
One of these bugs is others not being able to see other clothing. I believe this has to do with caching.
Delete both the server cache and cache on each client (for client delete cache\priv). I believe also disconnected and not fully exiting FiveM before rejoining can cause such issues.
