Can't install FiveM. Thinks it is installed when it isn't

When I try to install FiveM, it gives me the error “FiveM is already installed, you should launch it through…” bla bla bla.
When I put it in a folder to make it portable and try to install it I get this error:

Your fivem is probably installed at %localappdata%\FiveM\

Looks like an network issue, do you have any url filter software or something

Also enough disk space left?

I checked roaming, but not local. Thanks.

I have kasperksky 2019.

Maybe disable it or add fivem as exception

Completely disabled it. Got the same error during installation. (the one I put a screenshot of)
