Add-On, Non-ELS Police Vehicle. Lights not working

I am creating an add-on vehicle, which is a Ford Police F350. Everytime I try to activate the lights it just sounds the horn of a SUV. This vehicle is also a non-els vehicle. Any suggestions on how to fix it?

I’m trying to get the same vehicle to work as an add-on but I have no lights. It doesn’t come with a carcols so I’m sort of lost.

Make sure the vehicle is set to in the vehicles.meta

      <vehicleClass>VC_EMERGENCY</vehicleClass>

Normally found down the bottom of the meta.
