A few things:
You don’t have a clean install of GTAV… It’s suggested that you uninstall GTAV, delete all the remaining files/folders, then reinstall.
Try going here: C:\Users\YOURUSERNAME\AppData\Local\FiveM\FiveM.app\cache and deleting the priv folder. Then relaunch and see if it works.
