Updated TOS?

Hi,

Where do i find the updated version of the TOS? It seems like there are many rules which are not updated in the document, but written in random threads.

Lets take server hosting for example. Like you are not allowed to rent out preconfigured virtual machines, or non root access. What are you allowed to, and what are you not allowed to? What is the terms regarding server keys?
