Did you try to disable/uninstall your Anti-virus? no

Also add what you already tried so far.

I’ve been trying to delete files so I can reinstall. I am running as Administrator as the correct user.

Try restarting your computer, usually when this happens the files are protected because they are still opened by some application or somehow they didn’t get released once fivem quit. This can often be resolved by restarting your computer and deleting the files as soon as you log in.
