How are you launching your server?

Make sure in your Server.bat folder (or whatever you named it) its set to your directoy.
Example:

cd /d C:\Users\YOURNAME\Desktop\Server\server-data
C:\Users\YOURNAMe\Desktop\Server\run.cmd +exec server.cfg
``


this example is as tho it was located on your desktop ofcourse.

Then make sure you have a FIVEM server key: https://keymaster.fivem.net/
Then at the bottom of your server.cfg you should have this

sv_licenseKey LICENSE HERE
