I have question iv closed down my server and I had a supported tier key. can I hand my key over to a friends server (that im co-owner on ) or is it non reusable ??

You cannot use the same key because the key must have a specified IP Adress. If somebody else try’s to use the key and the don’t have the same IP then they cannot use it.
