Stop vehicle pull over with emergency lights?

I’ve converted a police vehicle over as a utility vehicle so it has the amber flashing lights instead of blue, however I cant work out how to stop vehicles pulling to the side when I activate the lights?

Does anyone know what file I need to edit to stop this?

I believe that is a flag in the vehicles.meta, but I’m not sure.
