So I get this message every time I try to launch the game https://gyazo.com/b000abc3288b9f84fcdbd4769e094de2 . I reinstalled game and still get this message I dont know what to do.

go to your gta 5 root folder where the actual game is installed search for scripthookv.dll in that folder and delete it out of there and it will work

make sure that after you delete it out of gta5 root delete the cache.xml and the other scripthookv in FIveM folder then re-run the application
Where do I go to find the “cache.xml” and do I also delete all the script hook v instal files in the “legit game directory” and FiveM?
yes in both places and if there is no cache.xml then delete the cache folder itself
It would be a file called cache unless you have the option enabled to show file type extensions.
Ok, the only “cache” folder I have is in the Five Reborn Folder.
So just delete that entire folder?
well if your FiveM worked prior to update then you absolutely have that file in FIVEM you probably missed the extention or something if not then YES delete the folder
