Did you try to disable/uninstall your Anti-virus? yes

Also add what you already tried so far.
Reinstalled, rebooted pc and fivem, removed antivirus, add fivem in exceptions for scan antivirus, boot gta 5 online and after five m, reisntalled gta 5
