I know Lt. Cane somehow accomplished this and maybe he has the key to this whole thing. We have real ELS now with the old GTA IV bug where the car becomes a tank because it can not be damaged.

This is not something that should be implemented into the core codebase of FiveM. You’re talking about a resource, therefore:

Someone is currently working on a fix hopefully it will be released soon 
then how else would someone alter game behavior?
