Does the thermal vision work only on real civs or all NPC’s?

Currently when you rapple out of the helicopter you tip over like 98% of the time when you rapple down and then land on the ground, You almost always fall over, how do i change that?

The police use the “polmav” and the Sheriff use the “annihilator” .
