I have the exact same issue.
when i change Clothes in police station no Clothe apears
i cant get phone to work when i you calls ems/police/mecano nothing happens and when you write to another player game crash

make sure in database the group rank isnt caps like Admin is wrong make it admin
I did not understand you can explain
so go into my sql database and under the usertable go to group then check if there is any caps make then lowercase
no like in the data section
