Take out the example licence and IP. Also I believe it’s preferred to you the server configuration file.
How do i find my steam licence number
in the .lua, it says to use the .txt
and the ( newer ) wiki says to use ACE, the server.lua is just there to prevent people from using the bad table method

Hey I installed this correctly and it does not seem to be working can I get some help on this. The menu does not show up at all on my server.

Yes! check the warmenu.lua, there should be some settings for it there.
I think he means bring everyone to you and freeze all players
I think you should add a freeze player options (Maybe not everyone)
Faxes is right. I think it would cool to be able to bring a player top admin and freeze them…and if possible to bring everyone in server to the admin and freeze everyone. basicly be able to talk to everyone in server when the server is out of control.
I am trying to figure out why everyone is getting permission to use the menu in the server even when they are not added as admin. If anyone has found a solution to fixing this, plz respond.
