The game warden pack was a skin pack I bought like a year ago and never used so I let the guy that made them for me upload them to gta5-mods.com

You need the orginal pack to get the templates

Buy the pack and then you get the templates 
and if you use the orginal cars from xbr and not leaked cars then you get the templates for xbr
