Quick question about FiveM

I am interested in writing code for a GTA 5 multiplayer mod. Doing some research, there are quite a few mods for multiplayer GTA 5. I am considering FiveM but I have a question about it.

Will a FiveM server have NPC pedestrian and vehicle traffic without scripting each individual object? What I mean by pedestrian and vehicle traffic is like what you see in single player mode. An empty world is unappealing to me.

FiveM has NPCs, yes. You do not need to code them in. They roam around – just like in SP.
