Problem of session only from 10 players

My server is running from a Google VPS, so it’s OK, but when you enter players, from 10 players most of those who are coming in only fall in solo session, there was a server moment that had 22 players and only 12 in normal session, how do I solve this?

-After a player connects this message appears in cmd:
Received a vouch for TIOmickEY, they have 2 vouches and need 12.
