Possibly allow him to add/remove people from the police force?
Guessing you would have to implement it with the Police mod/Script

I guess if you want help for adding something you should maybe says us, what do you have before being help 
Maybe give him access to a helicopter and yacht?
Is he by a vote elected?
You should do a list of your functionalities so we think about what ad 
Maybe add a system to fake the election by adding X votes to a candidate if he pays the right dude
