its possible its your ISP’s modem blocking the ports, i had this same issue and just bought another modem and it worked like a charm.
is 10.0.0.42 your ipv4’s ipaddress? that dont seem right.
in command prompt type ipconfig what does it show there?
This is in CMD > ipconfig
ok so unless its a virus scanner/firewall causing this im willing to bet this has something to do with your isp.
