Well, your GTA5.exe does not need to be in your FiveM folder so move that back to the GTA directory.
Make sure your GTA directory is completely vanilla, meaning no mods.
Verify your GTA 5 Data on steam, (goto library, right click GTA 5, properties, local files and “verify integrity of game files”
Once you done that, delete all your FiveM files including your fivem.exe and then reinstall FiveM.
