Also add what you already tried so far. Pretty much deleting the menus then reinstalling, reinstalling FiveM.
This is probably an issue with the server you are playing on. Try playing on another server (preferably a pinned server at the top of the list highlighted in green) and see if you still have this issue.
If your car is making noises, then won’t work - you may want to consider calling a tow truck then bring it over to a garage for a qualified service technician to take a look at it.
