So I was trying to figure out why people were timing out and while i was looking back through the cmd prompt i found out that if you hold down the scroll button long enough it would make the server have a hitch warning. If you held it down long enough you can timeout your entire server. Now I do believe this is a major issue.

Disable those options, under properties for command prompt (right click the title bar).
This way the only way to do any of those is by right clicking the console and selecting the option individually.
