going by the type of code which most admin menu’s have that runs purely off your steam id and or ip address to grant you access to certain features on the server. is it possible to change the server.cfg script to manually add people to the list so that they can use scripts?

Yes it’s possible to list admins in the server.cfg using the ACE permission system. However the resource must support this system, most new resources should be using it.
