Also add what you already tried so far:
Install and reinstall FiveM
empty the caches
lower the graphical properties
Antivirus scan in my computer ( I dont have virus )
update my drivers
remove the visual effect of windows (for win some FPS)
close all program except FiveM
Try to play in fullscreen and try to play in windowed.
Most large FPS drops are due to unoptimized resources on server.
Try other servers. The FPS in FiveM is inherently lower than GTA. I would say around 20%. You also have quite a weak CPU, which puts more strain on the game
