I Can't Re-Download FiveM

What did you do to get this issue? - delete all files to redownload fivem

So FiveM was doing the 31/32 players in server (server full) thing. I knew from past experience this means I need to update or delete and redownload the game. So i deleted fivem, but it said i still had the game when i tried to redownload the game. I then deleted every fivem related file i could find like (An error (35) occurred while checking the bootstrapper version. Check if https://runtime.fivem.net/client is available in your web browser) said. I followed each step and got this message Everything is there but FiveM. I’m so lost and could really use help.
