I can't connect to my server using my ipv4

I am using a Virtual Machine to run my server. I had some problems loading it but I mange to fix that. So run.cmd successfully load up with out any problems. I put in the full command from the wiki and follow along a video to make sure nothing could go wrong. Now when I try finding my server it was not on the list. Then I try to connect to it via ip. My ip of my vm is in a format of 00.0.0.0 instead of the regular. Also that is the one that shows up when I type in ipconfig in cmd and it shows up under ipv4. So I try using that and try using my public ip. Nothing show up. I did change the name and never change the port. I haven’t try asking my friends to connect to the server because one is having problems re-installing it. I don’t know what ip I could use or what else to do. Please help.
