I am reinstalling the game on my external hard drive. should I be allowing the game to update or no? I want to make sure I get this mod working by tonight. I have been trying for a week and a half now.

If you can start the game on your external hard drive, yes. After running FiveReborn will ask again, where the Game folder is located. This won’t work, if the external drive isnt installed.

Upadting shouldn’t matter. I run latest GTA V patch without any issues.
