I don’t know of any native available which allows you to disable the health/armor bar without disabling the mini map.

What you could use is DISPLAY_RADAR to disable the health/armor and the mini-map.

As for the secondary bar, that’s not a part of normal GTA. If you find whichever script which adds it, you can comment out the method which draws those bars.
