Did you try to delete caches.xml and try again? I don’t know about that

What did you do to get this issue? Tried to install fivem
What server did you get this issue on? Could not install

Did you try to disable/uninstall your Anti-virus? Just tried it.Didnt work

Also add what you already tried so far. I was unable to download fivem setup at https://runtime.fivem.net/client/FiveM.exe until i used a VPN. Also tried changing location of setup file from downloads to desktop.No changes.Using Proton VPN premium version.Also tried installing with vpn and without vpn.No changes .Need help to install fivem. The steam version has not been modded at all.

Don’t use VPN , turn it of + any antivirus, those will block fivem

VPN’s generally do not block FiveM, there simply virtual private networks in most cases it helps people when they use it because the issue is sometimes ISP related.

If he is using Avast or any other antivirus VPN , it will cause issues as I saw .
