So you want someone to Make the server, Run the server, and develop. Have u considered just joining a server. Seems a bit pointless you owning a server, if you’re not gonna run it…?
Creating from scratch by my self the server its kind annoying because I just do it my self by split it half the work witch mean one dealing with the Police scripts cars the other ones work on installing the scripts or maps etc.

look it up on youtube and it’s honestly not that hard to make scripts by yourself just depends what they are and what they do
