The problem is that it seems like it is only working with multiplayer models, where I want it to work with both multiplayer models and Ped Models.
Would I have to rewrite the whole ESX_skin, or is there an alternative to it, that will also work with the scripts that require ESX_skin, like ESX_policejob?

There is no alternative/replacement that will work automatically with the other ESX resources. For assistance with ESX resources, either open an issue on their GitHub, or ask for assistance in the ESX Discord.
