If someone either can make or allow me to use a grabbing script for police. You would be able to grab someone who is handcuffed and drag them around then place them in the back of the vehicle.

Feature requests isn’t the place for this kind of request. This category is for features to the core client/server code rather than stuff that can be added easily with an addon.
I’ve moved the thread for you but, I would suggest you learn Lua or C# and create the addon yourself (if it hasn’t been created already).
