Fps limiter? Problems with fps?

So, my problem is the following:
I play GTA V with the settings all in Very High and High and runs at about 80 fps, but when I’m going to play FiveM with the settings all off and in the average it does not exceed 30 fps taking off the fps drops, but there are people who play normal FiveM but I can not, could anyone help me?

This is probably caused by the servers you play on - a lot of them run scripts that easily take 10-20 FPS or more.

Its either that, or if It is 60 FPS and not 30, it could be VSync I presume. In @AveryLive 's Case, I believe it might be since he is saying its 60FPS cap.
