What server did you get this issue on? Everyone

If an issue with starting:
Did you try to disable/uninstall your Anti-virus? Yes

Also it does not matter on what quality of graphics I am running, on lowest or on highest, but I got 40-45 fps all the time. GTA Online and single player runs with no problems on high-best settings.

Every server, all of it, one by one, same issue

Using laptops has caused multiple performance issues before, not just with FiveM/GTA V.
