FiveM Failing to Update // Visual C++ Issue

Legit or Pirate copy? Legit. STEAM version.
Steam/CD/Social Club? Steam.
Windows version? Windows 10 Pro.
Did you try to delete caches.xml and try again?

System specifications GTX 970, I7 6700K, 16 GB DDR4 Ram
What did you do to get this issue? I installed custom sirens and a graphics mod. Both had previously worked before. I dont know if it CAUSED this issue but it was the last modification I did before it breaking about 2 minutes later.
What server did you get this issue on? None. It wont even update.

Did you try to disable/uninstall your Anti-virus?

Also add what you already tried so far.
Reinstalled GTA.
Reinstalling C++.
Reinstalling FiveM.
Deleting cache folder.
