in that case I have no idea what it could be, guess the elements are the only ones that could take a look and actually check for fivem errors or just some dependency/installation error.
you are on 1607 “windows 8?” make sure you are fully up to date with Windows.
Alternatively, as you didnt state what version of windows you are on, i would recommend updating to 8.1 or 10 which should solve most of your problems.
I tried updating Windows for the software that Microsoft makes available, but it gave an error saying: upgrade to Windows Server or Enterprise to upgrade your windows to 1803.
hmm arent you already on enterprise? this is why i would normaly not recommend using anything other then home or pro for home use and windows server for stricly hosting.
