I was encountering an error when trying to start FiveM. I uninstalled GTA V and reinstalled it. I then downloaded the FiveM client again, but when I double click on it, I get this error:
An error (35, OpenSSL SSL_connect: SSL_ERROR_SYSCALL in connection to runtime.fivem.net:443 ) occurred while checking the bootstrapper version. Check if https://runtime.fivem.net/client/ is available in your web browser.
The URL mentioned works fine. I deleted the FiveM folder in the AppData folder, then tried running the FiveM client and the above pop up message is generated. Since I deleted the AppData FiveM folder, there’s none in that folder anymore because the install doesn’t go far enough to create it.

I don’t use antivirus. I had FiveM installed previously with no issues, but uninstalled it several months ago.
There’s no FiveM folder because this error pops up when running the client install file from this site, so the folder is never created. GTA V is a fresh install so there’s nothing new installed and GTA V works fine.
I downloaded the client install file and ran it from my desktop.
Windows Defender is not a single on/off switch. It’s multiple protection protocols. Now, if you’re talking abut turning off Windows Defender Firewall, it doesn’t make a difference. I get the same error when starting the FiveM application. Nothing installs. The system sits there for about 15 seconds, then the popup that I posted appears.
