You can try:

  1. Disable any firewall/anti-virus you
  2. Disable 2-factor authentication for Social Club (If applicable)
  3. Disable network firewall
  4. Delete %localappdata%\DigitalEntitlements
  5. Use a free VPN like https://hide.me to circumvent any ISP issues

does some one know how to fix this because it has been like this for a long time

Couple of questions:

  • are you sure you’re logged in with a social club account that actually owns the game copy?
  • are you able to play regular GTA V?
  • does your router/isp/anti virus software block any connections, or block connections to some game services?

Also, the rockstar servers could be down, if you’ve tried this again after 24h and it still occurs then there’s probably another issue.

yeah i can play the game anytime and no my internet is not blocking it and im also logged in with the right social club accaount
