You could start by commenting out these lines in your server.cfg
#sv_authMaxVariance 1
#sv_authMinTrust 5

I have this in server.cfg, do you have another script for unable steam?
I did have a script checking for steam info but if you want to turn off steam authentication all together you need to disable that too.
