Did you try to disable/uninstall your Anti-virus? I don’t think i can …

Also add what you already tried so far. Reinstalling GtaV
Uninstalling devcon.dll after a fresh restart
restarting , shutting down PC
Reinstalling Fivem
Deleted everything in cache/game and cache/subprocesses BUT WITHOUT DELETING “game” folder

                   So i give up

Do not install fivem in the same folder as gta5, try installing it somewhere else.

Sadly you’ll need to reinstall gta5 now aswell since all the files are mixed
