I recently read the post about Changing the sirens and it can only be done Client side, due to this (this might sound like a stupid question) but, would that mean all Police officers [For Example] in my server would have to change their sirens, but if so would that mean that Random Players that join the server wont hear the sirens we installed?

Also, yes, they would hear the defualt sirens, not the ones your players have installed locally.
And yes, every player would need to install the siren.
